Controller preset issues

So I have a custom layout for my controller but whenever I start the game it goes back to the default layout and Everytime I have to go into a match and click on it even though it is already equipped because when I go to the options menu/ pre match menu it doesn't work. Only when I change them mid match doesn't change and when I play again I have to do the same thing. Is this nonsense intended?
