I sent a ticket about a week ago.  This has been happening to my garrisoned followers all along.  This is the second or third time I've seen somebody mention a broader problem with all followers, but I haven't experienced any issues with recruits from my own game.  I'm on Xbox One, so if there is a larger problem, it must be on other platforms.

Tested this today. The glitch still exists, so I sent a ticket. I'm hoping it gets fixed in the next patch.

I'm an Xbox One user, and this problem for me, and many other players, is now a chronic, unresolved problem with the game (among other bugs).

    https://community.wbgames.com/t5/General/Followers-Level-Up-BUG/m-p/1913315#M36571

The levelling up feature other then basically gaining levels, simply no longer works since the July update.  Captains no longer gain strengths or lose/reduce the severity of their weaknesses.    Whether having been stationed in Garrisson or not.  Whether they are Enemy or Follower Captains.   Whether single digit lvl, 20, 30, 40 or those between lvl 50-59, they gain no further attributes (strengths) or lose/reduce severity of existing weaknesses on their march to 80.    In effect, outside of gaining a limited selection of enragements independent of levelling up (Enraged by Cowards, Enraged by Graug/Carigor/etc), the attributes of the Captain you find and/or recruit never changes, regardless of their level.

That is my experience since July update, Xbox One user, Tallion lvl 80 (since July), still on my first play through (since October 2017).

Make sure to report it Dimitri_S. This is a very odd issue. It doesn't affect everyone as I am on Xbox and have noticed my orcs gain a strength and lose a weakness with simple training orders from levels 16-23. I looked at the strengths seeing 1, 2, 4 & 5, etc. and once leveling up 5 levels it would be 1, 3, 5 & 5. That's my way of noticing if it worked.I will be sure to continue testing this very thoroughly if I can. I'll keep a close eye on the mechanic of orc/olog leveling for followers and enemies.

I have reported this to WB via their ticket system over a month ago.

Whenever I'd be interested in a Captain < lvl 60, the first thing I'd do is note his attributes, his level and name (old fashioned pen/paper).    That would provide a base line, and I'd be able to know exactly what he gained during levelling up and/or lost when shaming (if necessary) and levelling down.   I'd track any changes and note them with his new level (incl those the result of shaming), at each step.   For those who were shamed down until they lost IW and then still recruited, along with all the others who didn't require shaming to be recruited, I'd track their progress to 60 (when the max back then was 60 prior to July update).    Other then those that were already really close to lvl 60 (e.g. 50-59), I'd say the others had a 90% chance of gaining at least 1 strength and/or losing/reducing the severity of at least 1 weakness.  Often they'd gain multiple strengths and lose/reduce severity of multiple weaknesses.   This percentage increased the further below 60 they were.   I did the same thing re tracking when the max lvl was raised to 80 (with Captains at single digitl lvl to 60+) , and the result was 0% gained strengths or lose/reduced severity of weaknesses.    .

I should also note that during a livestream prior to the July update a developer/designer mentioned that few if any Captains at or above lvl 60 (e.g. 60-79) will gain strengths/lose weaknesses when levelling up.   So the mechanic would be similar to those say that were recruited at level 57-59 when max was 60, that chances of them gaining a strength/losing a weakness would be very low before they hit the max.   That's why in all my level-up testing since the July update has been using those at or below lvl 37, including a number in single digit category with most in the lvl 20 range (18-24).    All of it has been done in Minas Morgul, and it includes those who spent time in Garrisson (most of those sourced via recruitement in MM via Vendettas) or recruited directly from Fight Pits in MM (Maggots).

    Hello Demitri_S,

We had our Live teams look into this issue, thank you for putting in a ticket to alert them.

They are unable to reproduce this issue. Also, we have had very few players report a bug like this.

What this means, is that this issue affecting you, is likely affecting only a small number of players, as opposed to something widespread.

When sending in a support ticket, did you reply to the autogenerated return email? And if so, did you get a response from customer service since you mentioned your previous comment?

I sent a ticket about a week ago, but no one has responded. I'm afraid I must've filled it out incorrectly or something. And I started this save about a month ago, but I've heard people talking about this bug even before that. I just tested it out the other day, and sure enough, this bug exists in my game.

The response I received was as follows:

Thank you for contacting WB Games Technical Support.

We understand any frustration or inconvenience this issue may have caused you. At this time we ask if at all possible to provide us with a video of these instances occurring to assist in the Bug Report process and give the team better context as to what is happening an how to address the issue. While I do not have any additional troubleshooting steps for you to try at this time, I will forward your tickets as a bug report over to the developers. We apologize we could not be of more assistance on this matter.

Please reply to this email with any additional information such as video or screenshots and I will be happy to help.

I don't do videos, I'm on Xbox One and have no account to upload it to - and the video is unecessary, the description of the problem is sufficient.  Example, Video would show a Lvl 9 Common Captain with 1 ^5 2 Strenghts and ^^23 Weaknesses.  Applying a + 5 TO  lvl'ups to push him to 14, showing his strengths/weankesses would be identical to his original attributes at lvl 9.   Applying another 4x5 lvl'up the same thing.  He's now at lvl 29.   Send him on a Nemesis mission against enemy Captain, who I defeat and shame for him, and he's up to lvl 39.   Fight pits sessions vrs Maggots and he's up to lvl 52 - again no changes to his original lvl 9 attributes.  Send on another Nemesis mission, I shame his opponent (or he kills him), and he's now up to 62, etc etc.  No change to his original attributes, and he's lvl 80 when it's all done.  Repeat this 30 times for every Captain raised - same result.

No offence Jared, but when I first reported the Spider instant-death issue way back in the winter, I received the same 'can't reproduce ths issue' response, and we know how that unfolded.
